Mark a quotation as refused by customer

/documents/:id/refuse-quotation

Mark a quotation as refused by the customer. This action is only applicable to quotations with VALIDATED status (not DRAFT nor ACCEPTED or REFUSED) Once applied, this method will change the quotation status to REFUSED.
